Description
Wel it was an ordinary picture of a man in the distance, but I used a simple Photoshop-filter to create the effect. The friends of mine kinda liked it, that's why I submitted it. Hope you like it too

If you had an SLR camera, you could use a telephoto lens and tweaked shutterspeed to create this same effect by zooming out while taking the shot.
But the use of the filter on this one doesn't really bother me, which is a suprise (I usually hate filtered photos/digi-paintings). It works rather well.
